Incorrect valuation or classification can result in reassessment, delayed clearance, penalties or post-clearance audit findings. Where classification is uncertain, traders may use the Ghana Revenue Authority’s advance-ruling process before completing the transaction.

An advance ruling allows a trader to request an official customs decision on specified matters before the relevant goods are imported.
GRA currently provides guidance and application documents for advance rulings covering classification and origin. This can give businesses greater certainty when planning transactions, calculating costs and determining whether goods qualify for preferential treatment.
Applications should contain detailed and accurate information about the product, transaction and supporting evidence. For origin questions, applicants should be prepared to explain where materials were obtained and how the goods were produced.
An advance ruling should not be treated as a general opinion. It applies according to its terms and the facts presented in the application.
